Still, the backlash over street treatment has inspired cold, hard criticism of Mayor Sly and a few suppositions.

IS THIS WORSE THAN THE CENTRAL PLAINS ICE STORM OF 2002??? OR HAVE CITY SERVICES DEGRADED SO MUCH OVER THE YEARS THAT THE STREETS ARE WORSE EVEN IF THE WEATHER ISN'T???
